Chappell, White trade barbs in GOP primary debate

Pay raises, campaign finding sources and the second arrest of a York County councilman headlined Thursday’s debate between the two men vying for the GOP nomination for the council seat representing Fort Mill.

Incumbent County Councilman Curwood Chappell told a crowd packed into Glenrock Baptist Church he is proud of the county’s 42-million dollar fund balance.

Challenger Patrick White said that county ordinance calls for only a 25-percent of the county budget to be kept in a reserve fund, or about 20 million dollars.

York County GOP chairman Glenn McCall opened up Thursday’s debate with a moral question after County Councilman Eric Winstead was arrested earlier this week in Chester County.

Patrick White condemned Winstead’s actions, saying it’s unacceptable.

Chappell, who has represented District 5 for the better part of 30 years said the issue at hand is bigger than Winstead’s second arrest in five months.

White said Thursday he supports giving a raise or one-time bonus to county staff — because the county has, if gone uncorrected, will continue to lose talented staff.

Chappell disagreed saying the county needs to increase its revenue before increasing staff salaries. He said the change needs to come from county staff — who need to live within their means.

Right now, York County has some 42-million dollars in rainy day funds at its disposal, just over double of what is required by law.

Late last year, county council turned down a request for a one time bonus for employees, opting to fold any salary raise or bonus into the 2012-2013 fiscal year budget.
